- Not sure what you mean really by this ...do you mean if the child has special needs or requires speech therapy ?
- Check with your local health department. We live in Oklahoma, and there is a program available to all children, regardless of parents' income, to aid with speech development called 'Sooner Start.' My son was 2 yrs old before he said his first word, and the state health department paid for a speech pathologist and child development specialist to come TO OUR HOME and work with me and my son to get him talking. Turned out, the only reason he was delayed was because we had lived with my sisters for the first year and a half of his life; so he had three women at his beckon call doing everything for him - there was no reason TO talk. Felt kinda stupid after realizing that. The child development specialist would just chuckle every time I jumped up to do something for my son whenever he'd make a noise instead of saying the word(s). After three months, my son was right where it was supposed to be. So, think about this...if there isn't something physically/developmentally/socially/emotionally wrong with your child that would explain speech delay, maybe it's you :) Don't mean to sound rude, but that's what was 'wrong' with my situation. The child development specialist worked with me (or trained me) as much as she did with my son. It was an awesome experience!!! Good luck!!
